The newly enacted legislation doesn't decrease costs according to the CBO estimate. They just think it raises taxes more than it increased costs.

That's not to say that they don't score it as having cost containment measures, but "inadequate" is an understatement when describing them, passing a law saying we will contain costs, isn't actually containing costs. And just considering the CBO estimate (which doesn't consider such points but as the CBO is supposed to do, scores every word in the bill as perfectly true), provisions in the bill that raise costs, do so to a greater extent than the cost cutting provisions lower costs. Its just that additional revenue will be slightly higher than the net increase in government spending (according to the CBO, I don't really agree I think their will be a net increase in the deficit from the bill, but even if the CBO is right, its not a savings, its "tax and spend", and the reduction in the deficit is minimal).
