Castro would win a popular vote election.

He might, even if it was a free and fair election, or he might lose in a landslide, there really isn't any way to know as long as he is still in power. In countries like Cuba, poling either isn't done, is kept secret, or is distorted (or simply lied about) to make the government look better. In terms of this specific question, I would expect its "isn't done".

Even if he would win that isn't exactly very relevant to the point under consideration. "Popular" doesn't imply "honest".
