If they are under-performing (or even not under-performing) monopolists, I would think the best strategy is to stop supporting their monopoly. Now not all of the monopoly issue is due to government support. It takes a lot of investment to compete, so you won't always have as much competition as would be liked. But government support for monopolies, both in direct terms, and by regulatory requirements making it more difficult for competitors to state up or expand isn't an insignificant factor. And to the extent the government starts taking over, or is even perceived as being somewhat likely to take over, you strongly discourage any private efforts to compete against the incumbents.
