Are you suggesting (limiting to the US for this hypothetical) an end game (i.e. cognitive radios pervasive, across all bands) where a few hundred million mobile devices each updates a database with every micro-movement of the device (and all other pertinent data associated with each operational device), every second (or so), and that data is instantaneously propagated globally to a distributed network of mirrored databases, so that cognitive devices can query the closest database and receive a filtered listing of all devices within some radius, and across all frequencies a given cognitive radio is capable of operating over (or might switch to)? Lather, rinse, repeat, ever second or so?

PS the database also includes perhaps billions of fixed devices, and all types of users (government, public safety etc, not just commercial)
