Yes, there is. Decriminalize tax evasion. Turn the United States into the world's safest tax haven. Offer the lowest tax rates. Enact news laws to permit bearer stock and bank secrecy. Money would flow into the U.S. from across the globe. New jobs would quickly follow.

While you're at it, toss the U.S. Foreign Corrupt Practices Act into a trash can. The law makes it impossible for American entrepreneurs to compete in many countries.
