"You want citizenship? Bring a specialized skill. Bring an advanced academic degree. Bring a valuable invention. Serve in the military. Earn it." To earn you have to put a price on it. As far as profiting goes every born citizen would also have the right to sell their citizenship. I suppose a free-market in citizenships like a stock exchange would be the best way to go. Let people buy and if they break the law their citizenship is revoked and gone. Instead of throwing them in jail and costing the existing pool of citizens tax dollars they could be deported where they came from. I don't think George Soros could finance many new citizens if the price was a million bucks a head.
