The post discussed the possibility of DIVERTING the Bush era tax cut that applied to the top marginal income rate to the other lower income rates (in other words: not to have the government spend the money, but rather use it to LOWER all the other income tax rates --- where more of it would go to spending in the hands of those recipients).
