Climategate revisited

The national scientific academies of the world have produced a sensible report on the Climategate scandal in which some climate researchers tried to silence critics. It will be a challenge to carry out recommendations of the report in the face of fervent belief that the earth is headed for a disastrous warming - no matter how uncertain the evidence.

The InterAcademy Council, chaired by former Princeton University President Harold Shapiro, investigated only the process by which the Intergovernmental Panel on Climate Change produces its reports. It did not examine the quality of the science behind them.

The IPCC, a United Nations body, assembles thousands of scientific volunteers around the world to assess the state of science on climate change about twice a decade. The 2007 assessment contained glaring errors not based on scientific work. For example, it included a prediction that Himalayan glaciers would melt by 2035.

The council confirmed many criticisms of the IPCC work. It said the IPCC must ensure that “genuine controversies are adequately reflected in the report.” A “more effective process for responding to reviewer comments” is needed. Authors must show the bases for whatever confidence they place in their conclusions, because “authors reported high confidence in some statements for which there was little evidence.”

Among other recommendations, the council said the IPCC needs a full-time executive director. At present the staff numbers 10 and the unpaid chairman is a part-timer whose day job is head of a New Delhi think tank.

Another way to put it would be that the church of climate change must tolerate heresy - or it will have trouble making converts. Given fair treatment, the heretics are likely to force unexpected, maybe drastic, revisions in the global-warming dogma.
