I suspect he is acting on advise from Mayor Bloomberg whom he recently golfed with. Bloomberg was critical of how the stimulus package was wasted, instead of being spent on productive items like infrastructure. If Obama is a good executive, he would redirect remaining stimulus money for this purpose, rather than asking for more money - a few hundred billion of stimulus money has not yet been spent. Use it to fund this infrastructure initiative.
