Sure laws can be changed, but the existing laws provide the context for the short to mid term (and even the beginning of what's usually thought of as long term) impact of an amendment like this.

In the Reagan era SS laws were changed, so it's disingenuous to claim that it can't be done!

Not very significantly. You still have a massive entitlement. Its nibbling around the edges, not changing the nature of the program.

What you are REALLY saying is that you do NOT TRUST the policy decisions that you THINK the American public will ask for!

If you do trust those decisions, than there isn't any need for a balanced budget amendment in the first place.
