The idea of trying to limit how or when taxes can be increased is no more a diversionary tactic than the BBA itself. Some supporters of each are using it that way, but neither of the ideas themselves are particularly diversionary and most of the supporters (if perhaps not most of the supporters that are high ranking politicians) of each support them because the ideas because they think they are good ideas, not as a tactic.
