What is being talked about here is called "the tyranny of clerks."

People with a small amount of authority who use it to feel powerful in a job that is not very. Give a cop any trouble and they will come down on you. One of the reasons for going into policework is for the authority it gives you over other people. The secret to dealing with them is friendship. Go out of your way to be nice to them and most will respond well.

An example is how I treat my Library clerks. When I first went in they were very cold. I made an effort to know their names and be warm toward them. Now when I stop by they couldn't be nicer.
