(Voters don't sign bills in Congress. Congress-critters do that. The most we can hang around the necks of the average American is being silly enough to fall for the lies of various politicians over-and-over when they 'swear' that they are 'A'Gin big deficits!'.)

A constitutional amendment would do nothing about preventing citizens from falling for soft soap from politicians --- but it WOULD *require* those same politicians to enact balanced budgets regardless of their charm levels. <GGG>
