Burning Qurans, even threatening to burn Qurans as a public statement, knowing how it will incite violence, reactions to fear of violence, and panic seems at least equal to the metaphore "Falsely shouting Fire in a crowded theater." He can say what he likes and publish what he likes which is free speech. This, however, is an act intended to provoke violence and hatred.

Of course you can talk about fire danger outside of the crowded theater and decide you wont let your children go into crowded theaters because of your fears which is similar to him publishing his book 'Islam is of the Devil' for his congregation and followers. He is now going way beyond that.
