I recommend you watch the Tony Blair interview with Charlie Rose last week, a link to which I posted here a day or two ago. While the seeds were planted under Clinton and even earlier, all the way back to Reagan, The seeds were planted under Carter with the CRA. Clinton killed the economy. Google Brooksley Born and review the Clinton regulation rewrite for CRA. Reagan basically had nothing at all to do with it.
