Saddam is ready to take a missle hit for what he hopes the French, Russians et al will think are insufficent, American ego reasons, leading to further splits in coalition, and further pressure on the US to ease up on the embargo. Despite Saddam's in fact hidding real bio or chemical or both mass destruction weapons developments which the American technical expert inspectors were on the very verge of irrefutably discovering, and which are in the grossest violation of the cease fire accords.

So far Saddam is playing his hand better than we are, and the US media is indescriably stupid about it. Or assumes, rightly that the US public is.

Realpolitic.
