Where is all of the money going to come from to develop all of this?

Solar and wind have received massive government subsidy through both dollars and creation of artificial demand. Without it, we would not have seen the advances in the technology and efficiency that we have.

why is it assumed that solar will become more efficient (and thus cheaper), but that nuclear will not?
