You want to exterminate the minorities in the "urban" areas by providing weapons. I don't know why you would stop there. Chase them into the woods and gun them down. Look them right in the eye and tell them why you are going to take their life.

BTW How often do you see black cops wrestling with black thugs? Hispanic cop and Border Patrol wrestling with hispanics crooks or illegal aliens? If you haven't turn on COPS, US Marshalls or Border Wars.
