In fact, enormous amounts of tax, including capital gains tax on all the assets they receive, is almost as much, if not equal to, the amount they would have paid under the death tax.

Wouldn't the asset holder have to pay cap gains at asset liquidation regardless of death or life? And wouldn't such cap gains be only due if assets were liquidated or cashed out? And why would the heirs have to liquidate?
