Gary, insider's are limited to the amount of stock they can sell. They have a time window, and an amount allotment. If you look Bill Gates sells the maximum amount of MSFT that he can ever month. He's trying to convert whatever can from paper to cash.

That is also a reason why alot of companies like MSFT stay on the NASDAQ. Part of the equation of what Bill Gates can sell is x amount divided by the average daily volume. Since the Nasdaq double reports its volume stocks like MSFT have much more volume than they would if on the New York, and thus Uncle Bill (oops, words out) can sell more stock.
