Okay, let's examine the facts. Table 43 of the FBI's 2009 Uniform Crime Index contains the number of people arrested for drug abuse violations, by race, in 2009.

Number of Whites arrested: 845,974
Number of Black arrested: 437,623

The 2009 U.S. population estimates from the U.S. Census Bureau:

Number of Whites: 244,298,393
Number of Blacks: 39,641,060

Ergo, on a proportional basis, Blacks were arrested for drug abuse violates at ~3.18 times the rate of Whites, relative to the respective populations of both races, in 2009.

Once again, here is what I wrote:
