Okay, let's examine the facts. Table 43 of the FBI's 2009 Uniform Crime Index contains the number of people arrested for drug abuse violations, by race, in 2009.

Ergo, on a proportional basis, Blacks were arrested for drug abuse violates at ~3.18 times the rate of Whites, relative to the respective populations of both races, in 2009.
