If that's your criteria for critical (and it is totally irrelevant to 99% of the population), are you saying you want to go back to the pre-1980's command and control, where every use gets special assignments, and has regulated limitations on that use and therefore future growth? You know how many thousands would be in line for those special assignments? That would be a giant step backwards, unless I'm missing your point.
