"and running out of land anywhere in Alaska is ironic" I think as far as Alaska goes, what he means is they're running out of land with utilities where they can huddle together and keep warm! Juneau looks kinda land cramped, between the mountains and the sea.. Kinda looks like it's just waiting for the remains of the tidal wave that will sweep up the inland passage and wash it off the mountain..
