The U.S. Census Bureau plans to give at least $1.6 billion back to the government later this year because the 2010 Census came in under budget, officials said Tuesday.

Oh heck, that's just managing expectations. They came to my house 5 times I think it was. Once to tell me the forms were coming in the mail, twice to tell me I had the wrong address - which I don't, once to look for the neighbors house which also has the right address and then finally because so much time had elapsed from the time I got the forms in the mail until they were due that i forgot - a final time where the guy sat at my table and asked all the questions. But how has cost changed per head counted over the year;
