The Phone Company (TPC) was always like that - always finding ways to charge people for things that cost little or nothing to them.

Looking back in time at land lines:

- extra jacks used or not
- wiring (technically you were not allowed to touch TPC wiring, and they even warned that you would be charged if they detected extra wiring or a second phone)
- touch tone, even though touch tone cost TPC less than rotary dial and sometimes it would be enabled even though you did not pay the surcharge.
- call waiting - well it might have cost them something extra to implement, but I found I had it even though I turned it down.

and now:

Unlisted number still costs extra.

and at least in New York CIty, the phone bill has so many extra weird charges, well hidden in there somewhere is a tax paid to the MTA for bus & trains.
