President Barack Obama this week will name Harvard Law Professor Elizabeth Warren as a special adviser to help launch the new Consumer Financial Protection Bureau, according to a person familiar with the situation.

The development means that the White House has decided not to nominate Ms. Warren as the first director of the agency, a move that Mr. Obama to avoid a likely grueling confirmation battle in the Senate.

In this special position, Ms. Warren will report both to the president and to the Treasury Department, which has the authority to set up the agency before the director is named.
