The state of Utah reached a settlement of nearly $13 million with one of the losing bidders in a billion dollar infrastructure job reconstructing Interstate 15. The losing consortium, Flatiron/Skanska/Zachry, accused the state of giving favorable treatment to the winning firm, Provo River Constructors. As it happens, that firm has donated a total of over $82,000 to the campaign of Governor Herbert, who is being challenged by Salt Lake County Mayor Peter Corroon, a Democrat
