Paul; I was under the impression that they were classified in standard speeds, 25 , 50, 75, 100, 133 166, 200.\, and when they test them they get a speed intercept continuum with a peak at some speed and a fall off above it.(not a bell curve as they all run slow, sort of an ever steepening downward curve stopping at zero at some peak speed, of course AMD is trying to get the steep part of the knee at the highest frequency as we speak) If they measure the powre consumption when they test they might find them just under. say 200, and so they call it a 166 as they have no market niche for a 189 Mhz CPU. So if you run it at 200 and give it better cooling it will do that job at 200 Mhz. In fact since they rate them for a standard heat sink you might be able to be better with one of those top and bottom active peltier units that keep those surfaces at minus 20 degrees C. There will be variance as the spread of 166 Mhz will have everything from 166 to 199 in there. Obviously a 199 will go further when you force it.
There is a strong financial motive to buy a 166 and run it at 200 saves money and I get braggin rights among my fanatic, low money peer group. Rich guys like you can buy the top end stuff, but there are many who must make various economies and buying a peltier cooler for $60 bucks can save them $200+.
