Its a scheme in terms of it providing any useful "stimulus" considering much of the infrastructure spending from the initial stimulus bill still isn't spent. To the extent infrastructure spending would be useful, it should go through as a normal spending bill.

Its also a "scheme" in terms of E.O. 13502 and the project labor agreements, and other pro-union rules pushed in by democrats. This isn't an attempt to efficiently fund needed infrastructure as cheaply as we can (while still getting a good job done). If your a non-union company these things probably hurt your ability to compete.

And as far as "crumbling infrastructure", there will always be need for maintenance, and there is now. In the widest and most mild sense the infrastructure is also crumbling, since its always wearing down slowly moving toward a crumbled state. In the normal sense of the word there is always some infrastructure that is actually crumbling.

OTOH -

Best in 19 years, doesn't mean spending is not needed. There are specific points where spending would be desperately needed, and even for the run of the mill roads you need to keep maintaining them in order to keep them from moving to the worst in recent years rather than the best. I'm not arguing against infrastructure maintenance, only against the thought that we are in some sort of special crisis right now, and also the way Obama and the democrats are dealing with the issue.
