Requiring that budgets be BALANCED *is not* a "tilt toward bigger government"

Not by itself, but combined with the existence of entitlement programs and scheduled tax increases, and budgetary rules that tax cuts, or even just avoiding increases has to be "paid for", while increases in the biggest part of government spending do not, it is.
