When you make a statement that calls the CBO's model "worthless" and then admit that there is no other way you know of to estimate the effectiveness of $$ spent, that's politics talking.

Nonsense. Its basic logic talking. An argument that assumes its conclusion is worthless. Not having some other solution is irrelevant to that point. "If you can't improve on it shut up", is foolish. If no one has a good solid highly reliable answer, than we have to realize that we don't have such an answer. Not take one that's poorly supported. You don't consider unreliable data and arguments reliable, just because someone in an internet discussion forum can't come up with better data, or even if no one can come up with better data.
