It turned out to be tough to be the first country to implement first class telecoms. 1934 Act.

As the countries that had no legacy -half of the world had not heard a dial tone by the late 80s- could build anythying from scratch, the US had to leave with Judge Green splitting up Ma Bell and the Telecom Act of 1996.
