I think he's referring to the 'private' think tanks who have senior retired military working on US strategy. They continuously go back and forth between the National Security Council and the think tanks. Wasn't PNAC the one that criticized the US for not acting more aggressively after the fall of the Soviet empire? We've taken out 2 of the 3 largest armies that were more or less aligned with the Soviets in subsequent years.
