OTTAWA, Sept 8 (Reuters) - The Bank of Canada raised its benchmark interest rate for a third consecutive time on Wednesday and sounded surprisingly hawkish even as it forecast a more gradual economic recovery that expected. Canadian taxpayers don't get to pay for trillions in stimulus? What's up with that?
