<What is it (for instance) that you would find lacking in my computer were you to evaluate it for "intelligence"?>

IT cant choose differently between food and poison... can't react to them, can't evolve, can't change itself depending on climate, can't take apart and rebuild it's structural skeleton based on what's needed, cant turn on and off it's programs in order to do all the above, etc. etc. In a nut shell, it's "aware" of it's surroundings. Artificial intelligence is barely getting started on these things, and the most simple cell is far beyond anything man made.

<Are there any cells that are not "intelligent" at all?>

No

<Do cells come into existence with a finished level of intelligence or do they get smarter as they get older?>

Like any other organism I would presume. Lose plasticity but get "smarter"? I could easily argue some posters here are much less intelligent than the day they were born. :))
