I haven't actually 'suggested' anything yet. However the results of the statistical study that you and shorty were talking about though was that the HIGHEST CORRELATION among independent variables and the dependent variable of "Intelligence Quotient" nation-to-nation that was found was the correlation between WEALTH and IQ. Presumably that would be explainable by the very commonsense understanding that WEALTH produces both better health care and nutrition (impact on prenatal and childhood brain development) and allows for far better educational opportunities.
