The BBA isn't law yet (and I don't think it will be any time soon). The rest of "the budget rules and legal regime" is law, or rules which are in place and effect law creation, because I'm talking about what we have now. Should such rules and laws dramatically change, than the situation I'm talking about will change, and my statement might not be true any longer, but it is using today's rules combined with a BBA. I'm speculating just on the BBA as a change. Trying to speculate on all possible changes is unrealistic.
