to the basic question: What is the purpose of pre-announcing an
announcement other than boosting the stock price??

Reminds me of the big mysterious 3 signed contracts announced by WSTL
which are still in the dark.

BTW: I think a 10 mio. zip announcement could be called a big announcement,
so I don't think this would be a violation.
It is a similar milestone like the first mio., which they also
made a big deal about last year (which is justified, of course).
