The US corporate tax is nominally one of the highest in the developed world (but --- after loopholes are taken advantage of --- effectively one of the lower ones among the developed nations). PLENTY of room to remove special interest loopholes and carve-outs (like Reagan did in the 'eighties), and then lower the corporate tax rate. You are right though: the vast majority of those big loopholes are targeted to benefit large multi-nationals... for sure not the little guy.
