Disorderly conduct or Disturbing the peace should have applied. However, having a bunch of blaring squad cars show up (late) full of the D.C. Park Police would be equally disturbing to the bereaved. Several of them might ttrip over Vince Foster's old 'prayer rug'.

Protesting any funeral at a private or public ceremony should just plain be Off Limits. It goes beyond the pale of bad taste, it just "isn't right". If someone literally wants to "pee" on someone's grave (..the ultimate insult..), they should at least wait until midnight of the day following the burial. That activity, of course, is covered by the urinating in public statutes; proceed at your own risk.

Ie: I wouldn't let my grandkids play in the grass over Tawdry Teddy's hole - all things considered. .
