... when the above statement is true, and it may be, then no one in particular is to blame

if one country is to blame, it would be usa, the guardian of the usd

if two cities are to blame, probably new york and washington

if three organizations are to blame, perhaps usa congress, harvard, and goldman sachs

if four individuals are to blame, could be greenspan, bernanke, summers, and milton friedman

china is very far away from the center of blame, just doing its systemic reform, working diligently, saving, investing, and trying not to be stiffed
