Thanks BCBob, but my point wasn't regarding the market as a whole, but rather regarding the small subset of large-cap stocks that are down over the past year.

For example, I'm looking pretty closely at Petrobras (PBR), which has taken a pretty substantial hit after undergoing the largest secondary equity raise in history ($70B I believe). I'm wondering whether this stock might be a candidate for a post-Halloween rally based on the likelihood of it going through some tax-loss selling by the funds at this point. Any other PBR fans out there, do you think this might be a good entry point? I have been intrigued by their Tupi play but until this equity raise there was the obvious question of whether they could get its development financed without over-leveraging the company.
