I expect this may be true for the coastal regions, but I would expect capital can be well employed in the interior.

The companies of the interior may need to adjust the relative efforts in export and domestic markets, since export growth is getting push back from the rest of the world and the coastal companies are already established in many markets.

One other point is that corruption does not directly
imply mal-investment, but it can make business more expensive, and cut ROI.
