Have you given them your money? The way and the reason colonialism worked was that the expatriates went along with their capital to look after it and to help the locals establish laws and institutions to protect it.

Simply sending a pile of money to people who have failed to look after even the tiny amount of capital they have of their own is no way to run a railroad.

China is likely to colonize Africa because they don't have the weird intergenerational guilt about the supposed evils of the British Empire which was much more benign than China's capitalism and mercantile ways will be.

China is not at all concerned about human rights, but as the British said in India "You build your funeral pyre for the woman and we will build our gallows. After you have conducted your cultural practises, we will conduct ours." [Or words to that effect]
