The right to vote is not the same as the right to free speech. Many people are properly denied the right to vote (felons in some states, mentally incompetents, etc.) yet these people are all allowed the right to free speech.

Freedom of speech is a far broader right. In fact, The Constitution specifically provides a right to free speech but does not Ensure any specific right to vote.
