Yes, I doubt that.

More accurately and specifically I highly doubt that (when *all subsidies* are factored out of the cost analysis for ALL competing power generation options, and negative externalities are also considered) that wind won't show to be highly competitive and attractive, if not always the very cheapest, in certain well chosen locations and geographic areas.

It already is in certain places and, (most especially when future costs of fuels are factored-in, as is an appropriate consideration for most any long-lived power project), that is highly likely to increase.
