An investment that they fully intend to reap a steady profit from.

Because they expect wind subsidies to continue, perhaps even be increased. Google may, or may not, be directly subsidized, but the customers for the connections will be heavily subsidized unless things change (and if the subsidies go away, so does Google's profit).
