Unlikely.

But, (again), that would entirely DEPEND UPON the SPECIFIC CASE.

(For just one example... when was the last time that 'wind power' *required* the sustained expenditure of hundreds of Billions to 'defend foreign sea lanes' upon which 'market prices' and various technologies depend? <g>)
