How is Bentway going to suffer the consequences?

All he has to do is be perpetually unemployed (or "self-employed") and he'll qualify for whatever benefits government usually intends for safety net programs.

Then when he reaches 65, he can just sit back and live off of a "fixed income." He won't even have to worry about it going away, since he and his fellow retirees can always raise a stink whenever they don't get their annual 1% to 2% increase.

Basically he has nothing to lose.
