They probably didn't need TARP. It was a misguided attempt at misdirecting the public on the health of the individual banks. All the other programs from the federal government and the central bank enabled the banks to get funds to pay off TARP. Only a few went into receivership, the GSEs and AIG, and they were used to indirectly bail out other banks.
